REAP (Rural Economic Area Partnership)
What is REAP:
  • A unique economic and community development organization; there are only 5 REAP Zones in the entire United States.  The Tioga County REAP Board has representatives from each of our towns and villages and six county wide interest areas.  These representatives are liaisons between the communities and the REAP Board.  Our Executive Director makes the REAP mission—to help local grassroots leaders plan and implement their own projects—come alive.
 
What REAP does:
  • Helps local grassroots leaders organize and plan their own projects.
  • Offers community development training opportunities
  • Connects communities to the resources they need.
  • Assists in grant preparation
  • Facilitates community strategic planning
 
How REAP has made a difference:
  • Over 20 million dollars has been brought into Tioga County for projects in the REAP Strategic Plan. A few highlights are:
  • Town of Barton received funds to upgrade/improve its sewer and water infrastructure.
  • Berkshire renovated its baseball field, got new town signs, plantings, and created a newsletter.
  • Village of Newark Valley renovated the town square and made park improvements.
  • The county received funding to build infrastructure at Lounsberry site to attract development.
  • A Mobile Dental Van to be on-site at schools during school year and at Tioga Opportunities in Owego during the summer…serves needy children and adults 
  • Two new “neighbors helping neighbors projects in Richford/Berkshire and Spencer
  • Small business owners throughout the county can learn how to improve their operations through workshops sponsored by REAP.
