A direct result of the REAP initiative was the formation of a citizens action group in Berkshire. Seed monies, along with helpful guidance, provided for several early successes. The little league ball field was outfitted with dugouts, new backstop fencing and general infieldefurbishment. Welcome signs were purchased and erected at the north & south edges of town. For the first time, holiday decorations are annually placed along Main Street.

In the spring, flower barrels grace the curbside in front of many residences. There is now a town slogan and logo; tee shirts and sweatshirts displaying these are proudly worn by residents.

Economic development in a small rural town like Berkshire is a long slow process. REAP helps the Town keep focus and provides guidance in the areas of planning projects, obtaining grant monies and project implementation. Regular board meetings, committee meetings and networking sessions provide visibility to the efforts of all the communities in Tioga County.

The Berkshire Master Plan states the desire of the residents to maintain the rural, agrarian nature of Berkshire. Small, clean business is much preferred over industrial ventures or large retail. To attract small businesses as well as tourists, Berkshire must be viewed as an attractive and friendly community. The citizens group is actively pursuing projects that will result in a community core area, initially the area around the Library, fire station and Community Club building. Over $50,000, including in-kind work, has been raised for beautification efforts. Eventually the focus area will be expanded to the ball field and then the rest of Main Street. REAP plans to continue monitoring the work in Berkshire and providing guidance as needed.
