REAP encourages citizens to preserve and build on their existing assets in order to retain the characteristics unique to the communities of Tioga County while stimulating economic renewal and promoting community sustainability."

OUR CORE VALUES:

  1. The key to success is inclusive participation in the development process. 
  2. The decision-making process requires openness.
  3. Planning must be citizen-driven.  It comes from the bottom up.  Citizen-driven planning takes people's needs and aspirations into full account.  It works effectively because it mobilizes people, resources and information to help communities manage community development with a focus on protecting community assets. 
  4. Building local capacity to make informed decisions and to plan, implement and evaluate community projects will provide a lasting local knowledge base for sustained- and sustainable development. 
  5. An effective development organization must be environmentally sensitive;
  6. It must be committed to quality,
  7. It must be at all times non-partisan.
