Master Plan will improve Tioga Center Park
By Wendy Post
When applying for grants for improvement, a plan is usually required to
outline proposed modifications and changes. For the citizens of Tioga
Center, the creation of a Master Plan was made possible in 2003 when
Senator Libous awarded a $5,000 grant for study and development. |

Working with Rural Economic Area Partnership (REAP) and Tioga County
Economic Development and Planning, the citizens were able to form a
committee that will apply the Master Plan towards the development of
Ransom Park, a park that has existed within the community since the
1980's.
With the $5,000 grant in place, the committee hired a Consultant to
assist with the plan. As a result of this plan, a Ransom Park Steering
Committee, comprised of representatives from local community groups,
are working closely with the consultant to draft a plan that represents
what the community wants. This project was a follow up to the REAP 2002
Revisioning Meetings where park development was the top community
priority. According to Charles Farrell, Town Board Member and Ransom
Park Committee Chair, community meetings have been held to solicit
ideas. The Master Plan, upon completion, includes developments of an
athletic field, additional bath facilities, bike trails, and additional
amenities for the park. "The Master Plan," according to Farrell, "will
assist with being awarded future grants."
Ransom Park is a 10-acre park located in Tioga Center, New York. Alan
Bill, who is serving as the REAP contact, is working to keep the
residents of Tioga Center involved in the process. The planning
committee is open to any individuals who want to get involved. For more
information you can contact Charles Farrell at 607-687-5133.
